Alaska Geographic Data Committee (AGDC) Introductions Rich McMahon, AKDNR, AGDC Co-Chair, welcomed the attendees and everyone introduced themselves and the agency/organization they represent. McMahon introduced the featured guest speaker, Ron Matzner, National I-Team Coordinator, Federal Geographic Data Committee (FGDC), Reston, Virginia. McMahon urged greater participation by the members of the AGDC in the various subcommittees and working groups. Members that would like to get more involved should contact A.C. Brown, USGS, at acbrown2@usgs.gov. Featured Presentation Ron Matzner, National I-Team Coordinator, FGDC, gave a presentation on lessons learned to date in terms of I-Team Collaboration. The I-Team concept brings together the essential elements of collaboration and coordination in order to organize the production, stewardship, and exchange of data in a National Spatial Data Infrastructure (NSDI). I-Teams and other information consortia supply some of the tools necessary to collaborate and coordinate which cannot occur without communication. Framework Data Theme Updates Hydrography Dennis Tol, BLM Alaska State Office, AGDC Hydrography Subcommittee Chair, gave an update on recent hydrologic activities. The Hydrography Subcommittee’s Alaska Watershed and Stream Hydrography Enhanced Datasets (AWSHED) project is undertaking the tasks of preparing the National Hydrography Dataset (NHD) for Alaska, which include editing and error-fixing, and developing a routed hydrography dataset with standardized water body identifiers. The project is also working on the task of delineating watersheds at the 5th level and subwatersheds at the 6th level. Tol noted that 17 of the 133 statewide hydrologic catalog units (CU) have been delineated with a target goal of completing the remainder of the CU’s this calendar year. Currently, all of the remaining CU’s are in one of the 5 stages of NHD development. The entire NHD dataset for Alaska will be available on DVD when it is completed. Tol reported the project is short of funding by $60K and would welcome additional agency support. Past financial support has helped to advance the Alaska NHD effort. Transportation Cadastral Sean Weems, State of Alaska Department of Natural Resources, gave a presentation on the joint BLM/ADNR initiative for improving cadastral record sharing in Alaska. The Alaska Cadastral Project will enable anyone to access current rights, interests and boundary information involving real property. The project will build partnerships for the collection, management, standardization, and sharing of Alaska’s land parcel information to improve business processes and support decision-making. Project goals include creating a shared and sustainable methodology for the collection and dissemination of land parcel information and related data; fostering partnerships at all levels of government and private organizations to support land parcel information, collection and dissemination; and administering the Cadastral Assistance Agreement Program. An early product from the Cadastral Project is the joint BLM-DNR land records website that provides the public access to Federal plats and Federal surveys, as well as State plats and surveys all through a single search request. See http://landrecords.info. A coming deliverable will be access to images of recorded surveys via the State Recorder’s Office website. Anchorage, Fairbanks, and Kenai surveys will be made available initially. The target date is mid-May. Approximately $700K has been identified and placed in the budget for funding this project in Federal Fiscal Year 2003, which begins October 1. Details for project requirements are still being worked out by the Steering Committee but the process will be similar to last year’s. Governmental Units McMahon noted that the State of Alaska Department of Community and Economic Development (ADCED) is working on a 5-year plan to revamp the old Community Profiles project that took place in the late 70s and 80s. Bathymetry LCDR Doug Baird, NOAA, Office of Coast Survey, provided an update to A.C. Brown, USGS. Brown reported that there has been no recent formal action as a Subcommittee. This past year there was data collection consisting of multi-beam backscatter in Knik Arm, Clarence Strait, Peril Strait, Shelikof Strait, around the Semidi Islands, the Alaska Peninsula, and in northeast and southwest Prince William Sound. Data collection in planned in 2003 in Kasaan Bay, near Sitka, the Albatross Bank, Shumagin Islands, the Alaska Peninsula near Castle Cape, and northeast Prince William Sound. Major issues include glacier face positioning for chart updates, providing electronic charts, obtaining an accurate and precise shoreline, and the ability to provide digital data. Additional Business/Announcements Tom Heinrichs, University of Alaska Fairbanks, gave a brief description of the Geographic Information Network of Alaska (GINA) project. For more detailed information, please refer to the January 30, 2003 AGDC meeting minutes. The initial GINA focus will be to deliver public access to Landsat 7 imagery. DNR is also working on using Landsat 7 imagery to provide additional base map options for land managers and the public. Joe Calderwood, U.S. Forest Service, Juneau, announced that new black-and-white aerial imagery was flown over the Chugach National Forest in August 2002 from which 2-meter digital orthoquads will be built. Next Meeting McMahon reminded everyone about the national ASPRS conference that will be held in Anchorage in May. It is possible that an AGDC meeting will be held in conjunction with the ASPRS conference, if not, the next general membership meeting will be held in the fall.
