Meeting Minutes
I. Presentations
SDMI UpdateAGDC Endorsement of SDMI (Nick Mastrodicasa)
Nick gave a brief description of the Statewide Digital
Mapping Initiative (SDMI). He explained that in his briefing of state
executives and national congressional representatives, there is concern about
coordination with and support from other federal, state, local governments and
private entities. There is a need for
individual agency endorsement of SDMI and a unified voice through an AGDC
endorsement. Nick asked that the AGDC
general membership endorse this initiative through formal letters or
memorandums of endorsement. Samples will
be posted on the AGDC website. Nick also
asked that the present membership show support and asked for a letter of support
to be signed by the USGS co-chair of the AGDC. This was postponed until the end of the meeting to give members the
background information presented by Rich McMahon.
At the end of the meeting, Carl Markon motioned that the
AGDC endorse the goals of SDMI and write a letter of endorsement to be signed
by the USGS AGDC co-chair. By show of
hands, over 90 percent of members present voted yes and there were no dissenting
votes.
Action item: Nick Mastrodicasa will draft the letter for
signature by co-chair, Carl Markon. Rich
McMahon, co-chair, excused himself from signing because he is a member of the
SDMI management team.
SDMI Update: Planning for the Needs Assessment &
Acquisition Priorities (Rich McMahon, Charles Barnwell)
SDMI agency training opportunities (Rich McMahon)
Alaskamapped.org (Rich McMahon)
Rich McMahon (DNR) and Charles Barnwell (HDR, Inc.)
presented an update on SDMI activities. HDR, Inc. and I-Cubed are set to accomplish 7 tasks. (1) Determine use cases and the areas of high
priority for DEMs and orthoimagery; (2) Inventory existing data; (3) Solicit
data; (4) Make recommendations about geodetic control; (5) Acquire, load, and
serve existing data; (6) Develop a marketing strategy; and (7) Recommend a
geospatial data governance model for state agencies. Details can be found on their PowerPoint
presentations, which will be posted on the AGDC website.
Ortho-Acquisition Program for the NRCS (Ted Cox)
Ted Cox (NRCS) gave an overview of the USDA orthoimagery
acquisition programs. He also outlined
the recent and future NRCS acquisitions for Alaska. Details can be found on his PowerPoint presentation, which will be
posted on the AGDC website.
SPOT DEM for the Chugach (Mark Riley)
Mark Riley (USDA Forest Service) gave an update on recent
acquisitions of SPOT DEMs by the Forest Service. Details can be found on his PowerPoint
presentation, which will be posted in the AGDC website.
Satellite optical DEM workshop (Rich McMahon, Paul Brooks)
A satellite optical DEM workshop is being considered for a
week before or after the Alaska Surveying and Mapping conference. The workshop will consist of satellite
companies presenting details of their present and future capabilities. If you have additional topics please contact

II. Discussion Items
Moving Beyond the Clearing House: Creating a Network of Alaska GeoSpatial Data Servers using Open
Protocols (Rich McMahon)
Rich McMahon introduced the topic by talking about potential
public access strategies using Google and the establishment of authoritative
sources for data layers. Further
discussion was table until a later date.
National Geodetic Survey (NGS) - Alaska State Coordinator; Tasks and funding options. (Rich McMahon)
A brief introduction into “what the NGS is and does” was
made along with the need for a full time coordinator that could further the
needs of the geodetic control in Alaska to appropriate sources. DNR is working
to re-establish this position which is 50/50 cost share with NGS and is looking
for co-sponsors.
Committee Progress Reports
Cadastral Committee Update: (Rich McMahon)
The subcommittee is looking at the
development of statewide parcel data. They plan a meeting in mid-November.
Lidar/Radar Committee (Hans Andersen)
The subcommittee is looking for
members and will have a meeting in the near future (data and place to be
announced).
Earth Cover Committee (Dave Selkowitz, USGS, NLCD in Alaska
Alaska NLDC is scheduled to be
done by January 2008. Future plans are
to conduct an accuracy assessment and to identify areas for updates. An Alaska NLCD workshop is being planned for
late January or early February and will cover details about the NLCD products
and how to use them. Contact Dave

Coastline Committee (Tom Heinrichs)

NHD Update (A.C. Brown)
An NHD workshop is planned for the
week of March 3, the week following the Alaska Surveying and Mapping Conference. Contact AC Brown (786-7002) for details.
Natural Resources Canada announced
that beginning October 1 a brand new geospatial product, the National Hydro
Network (NHN) will make its debut on the GeoBase Web Portal. The NHN, which describes the model features
of the inland surface water system of Canada, will progressively become
available throughout Canada, reaching national coverage as soon as 2008.
Contracts have been signed for the
review, maintenance, updates and subsequent delivery of 125 Alaska NHD sub-basins
in 13 lots in fiscal year 2008. The
updates are based on correcting any existing errors and incorporating updates
identified by the Bureau of Land Management (BLM) Alaska Office. The USDA’s Natural Resource Conservation
Service (NRCS) and the USGS have agreed to create two new Alaska hydrologic sub-basins, Cook Inlet (19020800) and Prince William Sound (19020203).
Local Government Updates
No updates.
Agency Updates: USGS,
USFWS, USFS, NPS (remote sensing and GIS updates)
USGS – Carl Markon is working with
the Kenai Watershed Forum and its consortium of agencies for the production of
Lidar DEMs for the Kenai Peninsula. The current plans are to have the USGS
perform the contract agreements through their Geospatial Products Service
Contract (GSPC). The Fish and Wildlife
Service has an agreement in place with the USGS to provide partial funding for
the project. Other agencies will need to
be set up over the next few months.
III. Spring AGDC meeting and Surveying & Mapping Conference
The next AGDC membership meeting will be held on Friday,
February 29, 2008, in conjunction with the Alaska Surveying and Mapping
Conference. The theme for this meeting
will be the “Role of Vendors”. Vendors
are invited to make a short presentation to the AGDC members. Interested vendors, please contact Rich
