Alaska Geographic Data Committee (AGDC)
Meeting Minutes
June 12, 1996

Introduction

Paul Brooks welcomed the meeting attendees and introduced Kathryn Lizik, Department of Labor, Juneau, who was participating via teleconference. Everyone present identified themselves and their respective agency or department they represent.

New Business

Brooks gave an update on the DLG data that was produced at the Rocky Mountain Mapping Center on an emergency basis on a request from the Matanuska-Susitna Borough to assist in disaster recovery and planning following the Big Lake fire, the most destructive wildfire in Alaska's history. FEMA is on-site and has been briefed on the USGS efforts to date. Thirty 1:25,000-scale digital data layers were produced. Gust Panos, BLM, briefed the attendees on additional information he had with regards to the fire. Mark Shasby, EROS Alaska Field Office, mentioned that AVHRR data was used to track the smoke plume from the fire.

Brooks expressed the AGDC's desire to incorporate Native corporations and local governments into the Committee's membership. Everyone agreed that this was the next logical step for the AGDC to pursue.

DOI High-Priority Lands Initiative Solicitation for FY97

Brooks provided an overview of the successful FY96 solicitation that was supported by the AGDC and resulted in $1.8 million dollars for the production of digital data in the State.

The status of the FY97 solicitation was reviewed. The AGDC was again successful in securing dollars for digital data production. Total funds that were allotted to Alaska total $1.75 million dollars. These funds will be used for the continued production of revised hydrography, DEM's, DRG's, and revised transportation digital data in the State. Brooks stated that a new provision in the DOI High-Priority Digital Base Data Program will allow the remainder of the digital data to be produced in subsequent years without a formal solicitation by the AGDC, provided that our data requirements do not change.

Brooks reported that the contract to produce the DRG'>s cannot be modified to remove the collar information. One thought was to consider contract modification given the number of DRG's that will be produced in Alaska, as the DRG's are being produced by the same company, Land Info, that has provided DRG's with no collar information to other customers.

Action Item:

Brooks will discuss the questions associated with the production of the DRG's with RMMC staff and report back to the AGDC.

The AGDC expressed concerns about the high cost of the digital transportation layer and the currency of the information that will be used to build the data base. The AGDC would like assurances from the USGS that the most recent, up-to-date data sources will be used to revise the transportation layer.

Action Item:

Identifying the most recent source data to be used for the revision of the transportation layer will be a priority of AGDC staff in conjunction with RMMC staff in Denver.

AGDC agreed to proceed with Option #1 (see attached) for the production of digital data for FY97.

Subcommittee Reports

Clearinghouse Subcommittee

Shasby briefed the group on the status of the AGDC Clearinghouse web site that is being developed by Field Office staff. The server has been isolated and 18 gigabytes of additional disk space and new web server software has been ordered. Staff from the Field Office and the Alaska Office are continuing discussions with staff from RMMC in order to get the status graphics for the State on the AGDC web site. Shasby envisions that populating the web site will be a multi-agency effort.

Land Cover Subcommittee

Shasby noted that a new Ecological Subcommittee group has been formed and incorporated into the Federal Geographic Data Committee (FGDC) organizational structure.

Hydrography Subcommittee

None to report.

Geographic Names Subcommittee

None to report.

Discussion with the USGS NMD Alaska Reinvention Team

Members of the NMD Alaska Reinvention Team present at the meeting were introduced. They were Alan Mikuni, Chair, National Mapping Division, Menlo Park, CA; Gordie Nelson, Water Resources Division, Anchorage; Bill Normark, Geologic Division, Menlo Park, CA; Bruce Quirk, National Mapping Division, Sioux Falls, SD; Kent Swanjord, National Mapping Division, Reston, VA; and Dave Douglas, National Biological Service, Anchorage. Tom Casadevall, Director, Western Region, USGS, was also present. Round table discussions with each of the AGDC members followed. Members were asked to discuss their respective agencies involvement with the National Mapping Division over the last number of years, and how they perceive future relationships and activities.
